Counter-terrorism intelligence, from scattered indicators to a defensible case
Gov AI fuses the fragments that attack planning leaves across online, messaging, financial, field and partner reporting into one counter-terrorism picture. It warns against indicators agreed in advance, deconflicts the operations that follow and carries the work through to evidence that can withstand scrutiny.
Counter-terrorism units work across disciplines that rarely share a system. Open-source analysts follow propaganda and incitement, investigators hold messaging material and financial records, field officers file reports from the street, and partner agencies hold reporting of their own. Each sees part of the picture and none sees where the parts converge.
The cost of that fragmentation is time and error: a warning missed because two reports were never compared, two teams working one subject without knowing it, a case weakened because nobody can show where a key fact came from. The mission needs fusion, warning and an evidential record in one place, under strict legal control.
Fused sources
Every discipline that feeds the picture
Each source keeps its provenance and handling caveats as it is fused, so analysts can see what is corroborated and by what.
Space-time convergence around sites of concern, geofences on critical locations and geolocation of shared imagery.
Capabilities
What Gov AI brings to counter-terrorism
Indicators and warning
Analysts agree indicators of attack planning in advance, such as threats naming a site or several lanes converging on one place. The platform projects each indicator and shows the probability of a breach beside the forecast’s own track record.
Network and authorship analysis
Link analysis exposes facilitators and the brokers between cells, and writing-style comparison tests whether several accounts may share an author, presented as an inference for the analyst to weigh.
Deconfliction
Operations are compared continuously on subject, place and hour so two teams do not work the same subject or arrive at the same address unknowingly. An overlap with an operation above a user’s clearance is still flagged, with a contact to call, without revealing the other operation.
Orders with a legal basis
Operations orders are composed from live intelligence, and an order cannot issue until every intrusive step names its legal basis and approval. Recipients acknowledge, and every change is versioned.
Evidence for prosecution
Cases hold evidence, tasks and links, and evidence bundles number and hash each exhibit, record custody and redactions, and seal the manifest so it can be verified independently.
Requests for information
Investigators and partner agencies ask through the RFI desk, which answers from existing holdings first, works to a latest-time-of-value deadline and delivers within each requester’s clearance.
Mission workflow
From first signal to decision
01Set requirementsRecord the intelligence requirements, declared subjects and the legal basis for each collection lane.
02CollectOpen-source, messaging, field, financial and partner reporting flows into the fusion pipeline.
03FuseReporting resolves to shared entities and is corroborated across independent lanes.
04WarnIndicators and triggers raise explained alerts that a duty analyst triages.
05TaskDeconflicted operations orders go to units with a legal basis, approval and acknowledgement.
06Build the caseFindings, exhibits and custody records are sealed into evidence bundles for prosecutors.
Safeguards
Lawful, proportionate and accountable
Built for oversight
Gov AI enforces the mandate an agency operates under. Access follows clearance and need-to-know, consequential actions need a human decision, and every step is written to a tamper-evident audit trail.
Collection plans record the lawful authority each lane runs under, and an operations order with an intrusive step cannot issue without a named legal basis and approval.
Warrants and judicial authorizations remain with the agency and its oversight bodies; the platform records the authority relied on and enforces the approvals the agency configures.
Collection is scoped to declared subjects and requirements. Religion, ethnicity and lawful political opinion are not indicators.
Role-based access, clearance levels and compartments limit who sees each report, and records withheld from a user are counted rather than silently hidden.
Consequential actions such as merges, risk changes and releases require a second person, and every action is written to the tamper-evident audit trail.
FAQ
Questions agencies ask
No. It ranks signals, proposes links and raises alerts, each with the reasons shown. Analysts review the evidence, and decisions about designation, arrest or prosecution remain with authorized officers and the courts.
Partner reporting keeps its classification markings, compartments and grade. Reads are checked against each user’s clearance, withheld records are counted rather than hidden, and every release to a partner is recorded.
Gov AI preserves custody, hashes, provenance and an audit trail for every exhibit, so the path from source to conclusion can be shown. Admissibility is decided by the courts, and the platform never asserts it.
